Help with re-staining evenly

Hi everyone,

Got a job coming up on the external of a property. All windows and some wooden framing of the building are previously stained (dark mahogany)
It’s been left a while and is flaking.

My questions is, how do I re-stain and get an even/uniform finish. Do I have to go back to bare wood?

Any help appreciated!

N.B I’ve been looking at using sikkens as the new coating

Scrape back, get a wood filler that’s stainable.
